Resolution is driven by priority, not by the nesting drawn below: a client is matched against their account, group, segment and the enterprise root at once, and the highest-priority scope that defines each rule type wins that rule separately. The tree is documentation of intent; priority is the behaviour. Two scopes matching one client at equal priority resolve in whatever order the database returns.
